I've been seeing these conversations around who pays for road projects shift quite a bit.
The Village of Caledonia recently changed their special assessment policy around funding roads projects if a development is involved.
Vulcan Materials will be paying for an upgrade to Three Mile Road. The Village wants the Siena Center, which is going to be proposing a $55 million expansion, to pay for upgrading their entrance on Erie. And now they are asking a developer who proposed building a third phase of Parkview Senior Living,an apartment complex to upgrade their entrance on Highway 32.
The thinking is that taxpayers shouldn't have to pay for these projects because the reason for the roads projects is either because of expansion or extraordinary use.
