What Should You Know About The Wisconsin Conceal Carry Law?
A number of people in the community have been asking Caledonia Police about the recently passed conceal carry law. So we're doing a series of videos on what you need to know.

Gun-owners wanting to conceal carry have been asking about the new law, which goes into effect on Nov. 1. We're kicking off a video series about the law. If you have any questions, feel freel to email denise.lockwood@patch.com and we'll get the answers you need.
Here are a few facts and resources:
- The Wisconsin Department of Justice will publish a fact page on Aug. 1.
- Applications for the conceal carry license will be accepted starting Nov. 1.
The new law:
- creates a licensing system under which an individual is permitted to carry a concealed weapon.
- makes changes in Wisconsin law to account for a federal law that requires the state to permit an individual who works as or who formerly worked as a federal, state, tribal, or local law enforcement officer in Wisconsin or in any other state to carry a concealed firearm.
- makes changes to laws regulating firearms and other weapons.
What areas are prohibited areas to conceal carry or even open carry a gun?
Public buildings, this includes jails, police stations, government buildings that screen for weapons, a gun cannot be concealed carry beyond airport security checkpoints.
Also, the bill states:
“A business owner or person in his or her own home may prohibit a licensee from carrying a concealed weapon into the business or home, an employer generally may prohibit an employee from carrying a concealed weapon in the course of the employee's employment, and the state or a local governmental unit may prohibit a licensee from carrying a firearm into a building that is owned, occupied, or controlled by the state or the local governmental unit.”

I would like to watch this story, and the follow ups. But the reporter's voice is at like decibel 100 and the interviewee's voice is like at 10. I managed to scare the heck out of my cat this morning with it so loud.

Souds like a good law to me. I used to live in Florida and the bloodbath predicted never materialized. I do not agree with the right on many issues especially the environment, but this is one thing the left has wrong. Everyone has a right to defend themselves. Police can't be everywhere, nor would I want them to be considering the bully mentality we have all seen. I'll protect myself from violence thank you, and do so with a level head. I don't need the government to do it for me. Even though I am an environmentalist we don't need more government, we need less! Get training, everyone should have several hours on the range with an expert instructor.

I would have liked the law to require a psych evaluation also. But those who are unstable are already carrying anyway, along with the criminals. So the law evens the odds for the rest of us.

If I understand correctly, in my case I would not be allowed to carry a weapon to my office or shopping or visiting the park, so there wouldn't be any scenario where I would actually carry it (visiting family, maybe?). Would you just leave it in your car or on your bike when you go to those places?

If you're carrying a weapon, you're intending to harm people, so I can understand people not wanting you around.
If you're carrying a pistol for personal protection, that's different.
Your workplace policy is up to your employer - if they post signs at all entrances, then you can't (legally) carry. But criminals can still come in, & your employer has assumed legal liability for your protection. If the business does NOT prohibit self-defense, they have legal immunity for anything that happens because of that decision.
Shopping? You can carry unless a store posts a sign saying they don't want your money.
Park? Why wouldn't you carry there? It's perfectly legal already.
You can also carry (starting 01NOV, with no permit) in your car, as long as it's not concealed & you don't go through a school zone.
As for leaving it in a vehicle, that's risky unless you have a safe that's cable-locked to the vehicle so it can't be stolen when criminals break in. My car has 2, 1 in the trunk of a size that I could put the laptop in, the other attached to my seat just for the pistol. Not sure how to attach it inside a saddlebag for a motorcycle.

Public buildings will NOT be prohibited unless specifically enumerated in the law or if they have signs posted. (Even then, criminals will still be armed inside, just like they are now.) But by prohibiting carry, the city or business loses its legal immunity from liability for anything bad that happens because people couldn't defend themselves.

I don't understand all that need for protection. i live in Hudson since late 1983, and went to work into St. Paul every day. I never felt that I needed a gun to protect myself!

TH3, I'm going to take a different attitude about this and say that it will make us all more civil. For instance, I'll be far less likely to flip off someone of driving like a cretin now that it's possible he could fill my head with hot lead.
See? It will make me a better person, even without the expense of getting the permit and the gun.
That's what Big T is talking about. And I'm sure he'll agree after he's finished looking up the word "cretin."

Actually, anyone carrying a concealed weapon in the last month would have been committing a crime. The law goes into effect Nov 1. So even if someone, for instance, stopped a person from tearing one of those "Do Not Remove Under Penalty of Law" tags off of a mattress at "Mattress World", or wherever, by pulling out their concealed 357 Magnum, the net effect on crimes committed would be null.

Denise, you may want to check with the local authorities down the road apiece in Sturtevant. I thought I heard on the radio yesterday that they're bucking the trend established by many other communities of proactively prohibiting concealed carry in some areas not covered by the statewide law.

Yes, I have a question. Wasn't it possible previously for those who really felt the need to carry a weapon for personal protection to apply for a permit before? Why is this new law needed? I will concede SOME people may need to exercise this right. But it seems to me the attitude of this bills supporters is that we should return to the days of Doc Holiday and Wyatt Earp.

I'm going off the top of my head here TH3, but I believe Wisconsin was one of only two other states where concealed carry was illegal, period. You could open carry without a permit, but concealed carry was completely banned for any reason.

Well, I couldn't be happier about this law. Thanksgiving is coming up, and now that I can pack, my family will think twice before they suggest my carrots are underdone as they did last year. Squirrels, think carefully before you approach my birdfeeder. Instead of having to lift the water bottle of discipline, a few shots ricocheting off the walls will remind the cat to stop clawing the shades.
Yes, I'm excited about the new law and we haven't even discussed how helpful guns will be during the morning commute. I really don't like being cut off, do you?

To answer your question, conservatives are trying to conserve the true values of liberalism. Liberalism is originally defined as freedom from big government or liberated. However, when liberalism started to become synonymous with big government, conservatism was born to conserve the original principles of true liberalism. 'Sha guy, I actually am acquainted with a number of responsible, law abiding gun owners. How about the guy who shoots at squirrels with a .22 in a residential neighborhood? But don't worry, he only does this when he's drunk, which is only 5-6 nights of the week. Or the hobbyist who bought instructions off the internets so he could re-engineer his semi-automatic into a fully automatic weapon (yes, he lives in a residential neighborhood, too). Or the guy who brags about how he's going to "protect" himself if a nonwhite person shows up in his neighborhood. None of these big shots know each other, and none of them are hunters. All have good paying, full-time jobs and do not work for Blackwater. So I think I have a fair grasp of some of the mindsets that believe it is appropriate to carry a weapon in non-military settings. There is sufficient narrative testosterone on this thread to suggest a certain degree of bellicocity in at least a few of the proponents of this law. Your insulting personal comments to me might also be considered evidence of this. How do you think criminals get their hands on guns? By taking them off of flabby weekend warriors like Drunk Squirrel Guy, Antisocial Automatic Weapons Guy, or Great White Hunter. Yikes.

By your own words these people are NOT law abiding or responsible as you claim. First, it is illegal to own an automatic weapon without the proper permits. It is also illegal to discharge a firearm within x number of feet of a home and although i am not sure where this person lives, but most residential communities have ordinances against discharging firearms within their limits. Not to mention hunting without a license So while others here may think you are humorous and laugh at your self admitted ignorance, at least try to be when you falsely claim these individuals are responsible and law abiding.
@thurston - the majority of my weapons are not metal, but polymer/plastic like the Glock or most tasers carried while working. Nothing to compensate for here so keep throwing stuff against the wall, while your ignorance and lack of common thought on this issue grows exponentially with each post you make.

you say law abiding citizens will be packing, and i will guess you consdider yourself one of those citizens. do you drive the posted speed limit? if given to much change from a cashier do you give back whats not yours? if you ever bought a used car from a private owner have you worked out a price to put on the tittle so you dont have to pay all the state sales tax? do you stop (complete stop) at a stop sign or roll thru? do you stop (complete stop) on a right on red? have you ever made an ilegal uturn? parked in no prking zone for a "quick trip"? the part that scares me about this law is the lack of training for the gun owner. everyone claims they are going to "protect " themselves from the bad guys. how many of you in your life time so far have needed, not wanted to "protect" themselves with deadly force. the police,and military all have training in situations and continue to train all the time of when and how to shoot safely. how many weekend hunters who think they shoot once a year before deer season that think they are ready? i worry about the guy that gets mad on the highway or the guy that pulls the gun out to "protect" himself and shoots and missis and hits the bystander, myself, my wife or my child. when you carry you take on a huge responsibility of someone elses life. how many of you are going to take any kind of training that the police do to learn when deadly force should be used.

Keith, What is ever more frightening is that these people who disagree so vehemently politically, then inject loaded weapons into an already heated situation. Take the Tea Party Express Tour. A good number of law enforcement officers were present to prevent tempers from getting our of control. What if one of these people felt threatened to the point that they "needed to protect themselves?" This is a ticking time bomb until an incident like this happens. I don't deny that there are people who work in situations that "may" required them to carry a weapon. But why do these people promote this as if it were receiving Communion from the Constitution? They are zealots , creating an armed militia right before our eyes.

Are you worried about the current people who carry guns illegally in our state shooting and missing and hitting an innocent bystanders. Do you ever travel to other states? Are you worried about conceal carry enough to not visit MN, MI, IA, MO, OH, FL, CA or any of the other 48 states that have it?
Your fears are completely unfounded in that there have been none of these issues that you cite in the other 48 states which have conceal carry. Why do the liberals want to take away constitutional rights because they have this fear that WI will be different than all the other states?
Either way, it doesn't really matter because the debate is over and this is going to happen as the law is written. If you don't like the law and are that concerned for you safety, perhaps you can talk to some of the Democratic state senators and find out where some good hotels are in IL... until you can find a new home down there.
In the end the constitution prevails.

I love this. Very similar to how I feel as well. I used to be much more middle of the road. And now I have almost been pushed into tree hugger, left winged status. So odd. Such extremes in this country and we are almost forced to choose between the extremes of society.

Heather, It's refreshing to find common ground. I'm convinced many, many people would identify themselves as being somewhere in the center. The radical right has moved the political landscape like an earthquake leaving people like you and I wondering what has happened to us, when we really haven't changed but the world around us has. I'm looking forward to your editorial. Just a though concerning the political landscape. The BBC hat a report just a few years ago that analyzed the political right-left orientation in the US. They came to the conclusion that the country moved so far to the right that today's Democrats are to the right of the classic conservative parties in Europe. With other words, the liberals are just a little less to the right than the Tea party, but all are "right wingers" if compared to the British Torys or Wigs!

Since WI is one of the last states to approve conceal and carry, I'd be interested in finding out what the before/after experiences of other states has been. It isn't often that you get a chance to see the actual results of legislation before it's put into effect. This is one of those unique opportunities.
I suppose I could search that out myself, but since we have a couple of [P]atch contributors here who seem interested in the topic, I'd like to see what they come up with.

However, I am deeply offended by racism. I am offended by Patriot and his comments, and I am deeply offended by your comments generalizing racism and the Tea Party.
By the way, I am independent, and have been to democratic, republican and tea party gatherings because each party has something good to offer to our political system.
I would no sooner generalize racism and the tea party any more than i would generalize "union thugs" and unions and/or democrats.
Have you ever been to a tea party gathering? There was one here in racine off of hwy H a couple of years ago. No racist rants there. Just people sick of a broken government filled with career politicians, out of control lobbying and campaign finance, etc.

Since you have a Constitutional right to arm yourself, permitted conceal-and-carry actually puts a damper on your Constitutional rights.
Why would liberals be opposed to allowing on to exercise his or her freedom? I generally vote Democratic and consider myself a progressive and I don't really see what the big deal is. People have been getting shot by people carrying illegally conceled weapons for years. I have not doubt that someone with a conceal and carry permit will shoot and kill someone in the heat of the moment. The permit wouldn't protect them from law covering the wrongful death they caused.
Lots of gun packing Whites in western Wisconsin will tell you that conceal and carry is needed because of the ganstas living in Milwaukee...and Minneapolis and St. Paul.
There are racists in the TEA Party and the Republican, Democratic, Libertarian parties. There maybe Muslims in the TEA Party too. Maybe even gays and transgender persons. There's also rich people in the Democratic Party and gun owners too. Why I bet there are even progressive liberals who voted straight Democratic tickets last fall who will get conceal and carry permits.
These issues aren't always black and white.

A 2010 UW political science study of the then-nascent Tea Party found that race was an issue with at least some of its adherents. I'm trying to find the name of a re-published and updated study recently reviewed on MSNBC that now includes data about the Tea Party. When the Party originally formed, it was said to be independents tired of the political status-quo. I mentioned this study because the update proved that most Tea Partiers were not independents. They were former far-right Republicans who believed that their party was not doing enough to bring religion into government, etc. I'll post the title when I find it.

Per our constitutional rights an individual is still allowed to open carry a weapon without any type of permit or training. I agree that there is really no need for training and a permit to simply put on a coat to cover a holstered weapon.

We could both spend much time pulling up evidence of faults relating to various political parties. However, why not focus on any positive aspects that a party has to offer instead of focusing on the negative.

I really dont care about tea party or Rep. or Dems. i would have hoped this would stay on target. first you never did tell me about your law abiding life. lets look at the 2nd admendment as it is written "A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed." written in 1787 the US had no army to defend its self from attack from a froigen land. they needed some type of army or as they called it a militia, being necessary to the security of a free state. dont have an army to relliy on, they needed the citizens to stand up and be that army at that time. the right of the people to keep and bear arms shall not be infringed. that was to tell king george that his army could not take away our weapons that we own to defend our country. as the admendment states. you have to look at the whole admendment as it is written and when it was written just like proabition it was passed then repealled. now its 2011 we have the best army in the world that nobody can argue with. do we still need the guns for our Militia? an for those of you on here who tell me if i dont like it i can leave, F.U. this is my country as much as it is yours i may not like your ideas or your beliefs on this or any matter, you have the right to voice them and i would defend you, your right to do that. as i would hope you being an American would defend my rights as well.

Keith, I don't want to burst your little explanation of the 2nd Amendment, but in 1787 King George was out of the picture as the Revolutionary War ended in 1783, four years before. The United States did have a small army in 1787 and a small navy as well.
The 2nd Amendment was passed as part of the Bill of Rights which was ratified in 1791, again long after King George was in the picture. The Bill of Rights includes the Amendments 1 to 10 and none of them have been repealed as you proclaim.
Why would you think that people would tell you to go live someplace else? You have stated no horrible or obnoxious opinions though you did have a couple of facts mixed up. I would agree with you that this is your country as much as it is mine.

I am pretty sure the 2nd Amendment's "being necessary to the security of a free State" was the new Congress' way of putting in a check/balance over the government becoming too powerful; allowing residents to rise up much like the colonists did against England.

Matthew Warmus, 25, of Uniontown, was indicted last week in Cuyahoga County Common Pleas Court on an aggravated murder charge in the death of David Williams Jr. According to police, Warmus shot Williams, a 27-year-old parking lot attendant from Maple Heights, three times after they fought over where Warmus could park in a lot at East Ninth Street and Sumner Court. Warmus was downtown for a Cavs game. Both men had their guns. Police said Williams did not fire his weapon.

Mary, people are naturally afraid of the unknown. Meeting someone of a different skin color might have been a surprise in a time when that was unusual, not unexpected, but where did the mindset develop that someone with a different skin color had a different value than human beings of other color. Or that a different colored person was not a person? What is it that makes some people believe they are of more value, "better" than someone else? Does the racism come in because a successful person of a different color threatens some other people's misguided self-belief of superiority? Jesus said not go keep your light under a basket and he also said whosoever believes in Him shall not perish but have everlasting life. We are all equal in God's eyes. Jesus also said when you helped a stranger in need you helped me. If we listen to the Lord's wisdom we see others as having the same rights and value as ourselves and we do what we can to help those less fortunate because by doing so we serve Him. If we are racists, if we think the poor, the disabled, the elderly, and the unemployed should be left in the cold, are we following in Jesus' footsteps? The truth is in our own hearts.

The Big Government "moral" legislation now being brought up in Congress and in state legislatures here at home gives me the same uncomfortable, Big Brother is watching feeling I had back then. Someone said that everyone has a right to defend themselves. Further, that we don't need more police to do defend us. I dont want to be around that person when he or she is "defending" themselves. I dont really trust their training to be sufficient to qualify to be "safe" in public in a gun battle. Are people joking? Do they think its easy to as much as hit someone in a crisis situation when threatened or shot at...let alone hit them accurately enough to stop the gunfire? Further...are these good citizens going to assure us that they are concerned about the bystanders as well..that while they are defending their rights...they are also honoring our right not to be shot when they miss who they are shooting at? My god...its like listening to a bunch of school age boys ramped up on some violent film they have just seen. I wish some people with personal experience in urban combat would speak up and enlighten us just as to how intelligent it is to have everyone armed.

We've got....what is it...48 or 49 other states that have had this law on the books prior to Wisconsin. Has anyone really bothered to look at them for answers to any of these questions? Surely if the law resulted in an increase in innocent bystanders being picked off unintentionally, gun battles breaking out between irate helicopter parents at soccer matches or any of a number of things one might speculate about, there'd be some sort of evidence to point to somewhere, would there not?
For that matter, how many folks actually end up packing a gun after the passage of such a law? I mean, it's not like the government is handing out free guns and insisting everyone be armed as a part of the law.
I'm no big fan of guns, but I don't for a minute believe they're not already out there being carried by folks who have little disregard for not only the law, but human life as a whole. I also don't believe we're automatically going to be turning into the Wild West as a result of this law, if we're the last state to pass it and it hasn't happened (to my knowledge) in any other state prior to this.
