Walmart Asks Village To Enter Into Pre-Development Agreement

Walmart wants to enter into a pre-development agreement with the Village so that they can move forward with presenting planning documents to the village.

Walmart will be requesting that the village board enter into a pre-development agreement with them at a meeting on Tuesday.

A pre-development agreement allows the village to charge potential developers for review time of their planning documents. Several other developments – Siena Center, Unico, and Parkview Gardens – also had pre-development agreements. However, the required agreement doesn’t mean the village board will approve the project.

Village trustee Kevin Wanggaard said he hasn’t seen the document in writing yet.

“But this is what I imagine it would deal with,” Wanggaard said. “We have developers do a pre-development agreement where they have to put up so much money for expenses so that it covers our attorney and engineering review time.

“But the development still has to follow the same track as any other – like when Siena Center had our staff review their documents.”

Wanggaard explained the village started requiring developers to enter into pre-development agreements because a lot of staff time was being used during the review phase on projects.

In September, Walmart announced that it would like to build a 24-hour general merchandise store on the southeast corner of Four Mile and North Green Bay road. Company officials say the store will create 300 jobs, most of which are expected to be full-time.

The village board meeting will be held at 7 p.m. Tuesday at the Caledonia Community Center, 6156 Douglas Avenue.

Other issues listed on the agenda include:

  • Stop Sign request on Foley Road and County Line Road intersection
  • A contract with Architectural Associate for design work for repairing and remodeling fire station 11
  • A contract with the village of Mt. Pleasant for the Clean Water Network
