Father Arrested After 4-Year-Old Son Sneaks Out Of Apartment

A four-year-old boy, who was described as “an escape artist” by a Human Services worker, was found wandering the streets at 7:06 a.m. Wednesday in the 400 block of Three Mile Road.

The same boy, who was two-years-old at the time, was found wandering around the 400 block of Three Mile Road in December 2011 in a diaper. The boy’s mother, Tiffany Troutman, was found guilty of neglecting a child and possession of marijuana in May 2012.

In this most recent incident, the boy’s father was taken into custody for outstanding traffic warrants and arrested for neglecting a child, according to a report by the Caledonia Police Department.

The Racine County District Attorney’s Office has not officially charged the man.

A woman from Racine County Human Services told the police that she was taking the couple’s 1 ½ year-old-child into protective care, but that their 4-year-old son was an “escape artist.”

The boy’s father told police that Troutman went to work early that morning and he was home sleeping with their two children. But when he woke up, he realized their son had snuck out the door despite having a childproof cover on the doorknob.
