What Should You Know About The Wisconsin Conceal Carry Law?

A number of people in the community have been asking Caledonia Police about the recently passed conceal carry law. So we're doing a series of videos on what you need to know.

Gun-owners wanting to conceal carry have been asking about the new law, which goes into effect on Nov. 1. We're kicking off a video series about the law. If you have any questions, feel freel to email denise.lockwood@patch.com and we'll get the answers you need.

Here are a few facts and resources:

  • The Wisconsin Department of Justice will publish a fact page on Aug. 1.
  • Applications for the conceal carry license will be accepted starting Nov. 1.

The new law:

  • creates a licensing system under which an individual is permitted to carry a concealed weapon.
  • makes changes in Wisconsin law to account for a federal law that requires the state to permit an individual who works as or who formerly worked as a federal, state, tribal, or local law enforcement officer in Wisconsin or in any other state to carry a concealed firearm.
  • makes changes to laws regulating firearms and other weapons.

What areas are prohibited areas to conceal carry or even open carry a gun?

Public buildings, this includes jails, police stations, government buildings that screen for weapons, a gun cannot be concealed carry beyond airport security checkpoints.

Also, the bill states:

“A business owner or person in his or her own home may prohibit a licensee from carrying a concealed weapon into the business or home, an employer generally may prohibit an employee from carrying a concealed weapon in the course of the employee's employment, and the state or a local governmental unit may prohibit a licensee from carrying a firearm into a building that is owned, occupied, or controlled by the state or the local governmental unit.”

Nope, I do NOT carry. I stand 6' 3" and weigh 155 and stay in good condition. I don't need a gun to swat a fly. I take more pleasure in doing some things by hand Ivan. Knocking stupid people through walls is one of them. Especially Communist ones. Now go away...shoo....flee to the Middle East where you will be happy living under the government.

I am pretty sure the 2nd Amendment's "being necessary to the security of a free State" was the new Congress' way of putting in a check/balance over the government becoming too powerful; allowing residents to rise up much like the colonists did against England.

It's an interesting experience to below. Gangs have always been part of the immigrant, poor and minority cultures in American. Irish and Italian gangs have been around since for decades. Perhaps Patriot should look at this as Americans being violent against Americans. Black violence was easier to supress when lynching was a popular form of White man recreation.

Flash, you are correct in part. But emember that relations with Britain continued to be volatile, eventually deteriorating to the point of military engagement (War of 1812). The British continued to undermind the nascent American government, supporting Native Americans actions against the new country to disrupt land expansion, impressing American seamen into the British Navy, etc. Yes, the United States was taking steps to build and maintain a capable army and navy, but the early years of our country were far from calm. Remember the words of our national anthem, taken from a 1814 Francis Scott Key poem, "Defence of Fort McHenry," which was an eyewitness account of a British bombardment in Chesapeake Bay during the War of 1812 after the burning of Washington D.C. Key and others had been taken prisoner by the British. In fact, one of my ancestors was an American prisoner of war on the HMS Guerriere during the battle that gave the U.S.S. Constitution its nickname, "Old Ironsides." Early Americans had to fight very hard for their survival, much less to form a new democracy.

You know criminals carry guns and use them--no matter what the law says. What's the big deal of law abiding citizens carrying guns? Most states have this already.

Mary, people are naturally afraid of the unknown. Meeting someone of a different skin color might have been a surprise in a time when that was unusual, not unexpected, but where did the mindset develop that someone with a different skin color had a different value than human beings of other color. Or that a different colored person was not a person? What is it that makes some people believe they are of more value, "better" than someone else? Does the racism come in because a successful person of a different color threatens some other people's misguided self-belief of superiority? Jesus said not go keep your light under a basket and he also said whosoever believes in Him shall not perish but have everlasting life. We are all equal in God's eyes. Jesus also said when you helped a stranger in need you helped me. If we listen to the Lord's wisdom we see others as having the same rights and value as ourselves and we do what we can to help those less fortunate because by doing so we serve Him. If we are racists, if we think the poor, the disabled, the elderly, and the unemployed should be left in the cold, are we following in Jesus' footsteps? The truth is in our own hearts.

Ben, I am fascinated by American history, especially the earliest days, when men and women sailed to an unknown land with barely the clothes on their backs, hoping that whatever was ahead was better than the persecution and oppression they left behind. What a courageous legacy they have provided!

REAL Vet, I don't think it's appropriate to accuse people of being Communist because they don't agree with you. I've lived in a country with a benign Socialist government. The Big Government "moral" legislation now being brought up in Congress and in state legislatures here at home gives me the same uncomfortable, Big Brother is watching feeling I had back then. People fought and died for our American freedoms and now some people want to take them away. It's not marxist to fight to keep our Constitutional rights, it's patriotic. Seeing what you have seen, you also understand what can happen when people's basic human rights are trampled upon.

Of most of the Pilgrims and Puritans and Quakers escape persecution in Europe of come to American and setup their own brand of persecution which ultimately led to the 700 Club and the fuzzy-mind Pat Robertson telling people it's ok to dump their Alzheimer's disease suffering spouses. Of course, then there was those pesky American Indians who those fleers of European persecution and oppression who religiously practiced genocide on the Indians to free up space for future golf courses and shopping malls. Yes! What a courageous legacy they have provided!

One of my DD214's read "Sharpshooter Award" in box #14 but does not SPECIFICALLY say "Pistol" [could be interpreted to mean "rifle" instead].
Will this documentation still qualify for DOJ authorization, do you think?

Stop making this a color thing, it's not or at least it wasn't until those folks made it one.
I may or may not carry when it becomes legal and it's not because I fear someones color, it's because I fear those that feel they have the right to take by force that which I have worked so hard my whole life for (including mine or my families life). Drop color from this discussion and see where it goes.

My thoughts exactly ! Everyone I see speeds, tail gates, run red lights and stop signs. These are the same people with their hands out saying gimmie, gimmie, gimmie, and consider themselves outstanding citizens. We are not a responsible society, not even close, this is scary.

And Jan you are right. Prejudice will play a part in a lot of situations, and that scares me more. I am a veteran of 2 wars and I've seen a lot in my life time, this is very disturbing.

Someone said that everyone has a right to defend themselves. Further, that we don't need more police to do defend us. I dont want to be around that person when he or she is "defending" themselves. I dont really trust their training to be sufficient to qualify to be "safe" in public in a gun battle. Are people joking? Do they think its easy to as much as hit someone in a crisis situation when threatened or shot at...let alone hit them accurately enough to stop the gunfire? Further...are these good citizens going to assure us that they are concerned about the bystanders as well..that while they are defending their rights...they are also honoring our right not to be shot when they miss who they are shooting at? My god...its like listening to a bunch of school age boys ramped up on some violent film they have just seen. I wish some people with personal experience in urban combat would speak up and enlighten us just as to how intelligent it is to have everyone armed.

We've got....what is it...48 or 49 other states that have had this law on the books prior to Wisconsin. Has anyone really bothered to look at them for answers to any of these questions? Surely if the law resulted in an increase in innocent bystanders being picked off unintentionally, gun battles breaking out between irate helicopter parents at soccer matches or any of a number of things one might speculate about, there'd be some sort of evidence to point to somewhere, would there not?
For that matter, how many folks actually end up packing a gun after the passage of such a law? I mean, it's not like the government is handing out free guns and insisting everyone be armed as a part of the law. I'm no big fan of guns, but I don't for a minute believe they're not already out there being carried by folks who have little disregard for not only the law, but human life as a whole. I also don't believe we're automatically going to be turning into the Wild West as a result of this law, if we're the last state to pass it and it hasn't happened (to my knowledge) in any other state prior to this.
