A witness told police he was headed to a nearby restaurant when he saw Ramczyk laying in a gutter sleeping, and smelling like alcohol, according to a report by the Caledonia Police Department.

An officer tried to wake up the man, but he was slow to respond and when he woke up he decided he needed to use the bathroom. The officer told him not to urinate in full view of traffic. So he turned and urinated on the guardrail instead, but he was still in full view of traffic.
