Food Service Worker Allegedly Asks Elementary School Girls For Sex

Suspect tells two girls he thinks they're hot and he wants to have sex with them.

An employee with a food service company contracted by the is facing charges after he allegedly told two 12-year-old girls he wanted to have sex with them and touched them inappropriately on the playground.

The girls were students at a daycare facility called TLC Childcare, which leases space at Gifford Elementary, 8332 Northwestern Ave.

Leroy A. Williams, 24, of Racine, was charged in Racine County Circuit Court Wednesday with two counts of exposing a child to harmful descriptions, eight counts of bail jumping, one count of felony intimidation of a victim and one count of disorderly conduct. If convicted, he faces up to 23 years in prison.

According to the criminal complaint:

On Friday, Caledonia police officers were called to Gifford Elementary School after two girls said Williams had approached them and began talking about sex. The girls said Williams was pushing them on swings outside and touching the buttocks while pushing them when he began talking about sex.

He told the girls he wanted to have sex with them because he thought they were hot. He told one of the girls he has sex with lots of girls and she would be next.

Williams told the girls he keeps marijuana, cocaine and condoms in his car where he has sex every night. At that point, the girls told him to stop pushing them and they walked away to tell school officials.

While they were leaving, Williams told one of the girls he would hurt her if she told anyone about the conversation.

School officials told officers Williams has contact with children at the school every day and will put together puzzles with them. After learning of the incident, officials told him to immediately leave the school.

Williams is an employee with Chartwell, which is a food service company contracted by the district and after informing the company of the incident, an official there told school officials Williams shouldn’t have been at the school at the time of the incident.

He’s currently being held in Racine County Jail on $10,000 bail while awaiting trial.  

Stacy Tapp, director of communications and public information, said the school district requires background checks and mandatory reporter training with all contracted employees.

"We're currently doing our own investigation through our employee relations department and I'm sure that Chartwell will be doing their own investigation as well," Tapp said.

She did not have an exact timeframe of when the school district's investigation would be complete.

"It's really depends on the circumstances," she said.

I think we have to be very careful not to blame the victims ESPECIALLY when they are merely 12 years old. Being in a situation like that can be terrifying and confusing. So many kids - even grown women - are afraid to tell. Afraid they won't be believed. Afraid they will face retribution. Some may not have had adults in their lives who tell them it is safe to tell or ever what inappropriate behavior is. We need to teach our children at very young ages (sadly) about modesty, privacy and what kinds of behaviors to look out for. We need to teach them that it is ALWAYS safe to tell and that we will do whatever we can to protect them. I do not begrudge the girls for waiting too long to come forward. I commend them for coming forward at all. It is a very, very difficult thing to do.

I also want to say this...because of false allegations made against me, I had to go through hell just to be able to volunteer in the school. How is it this guy made it into this job?? I defend Unified almost always, but this confuses the crap out of me and makes me feel pretty frustrated.

That is very scary that someone that bad was so close to children! I'm guessing nobody did any type of background check on this loser? Now I am afraid to send my child to any school around here! Somebody needs to step up and start checking out these people working so closely with our children. Those two girls were I'm sure to afraid to do anything at first!

Just updated the story to include the school district's response... they do require all employees (direct hires and contracted employees) have background checks. I'll follow-up with Chartwells in the morning though.

Heather, his employer is Chartwells, not Unified. That may explain a lot. Not sure but maybe you should check into that angle with your reporter hat on :-) ALL volunteers MUST go through a background check, even parents. this pervert must have come in under the radar via a contract company.

So this guy wasn't supposed to be on the premises at that particular time. But was he on the premises at any other time or when classes resumed. Unified is ultimately responsible for the safety of the children on the premises. They contracted with this company that employed this puke. Gifford quit letting the school be a polling location because of it's concern for the safety of the children.

Aside from these charges, CCAPS has two separate Disorderly Conduct Charges against him from July 2012 and these are not resolved. Assuming part of a background check would include investigating anything found on CCAPS, if they found these items it doesn't mean that he would not be approved for hire.

If you read the article closely, he was on the premises on Friday. School didn't start until Tuesday of this week. So that means that the girls were in true life church (tlc) supervision at the time if the sexual assault. So the question is where was the tlc staff at that this guy got so close as to push the girls on swings let alone whisper perverted things in their ears. Gifford school is not to blame. He was just on their property when the assault took place and he works or should i say he worked for the Racine unified school distract as a good servicer.

Most likely he became a food service worker before he committed any type of crime, because as a parent you have to fill out a wings volunteer application just to be able to chaperone on field trips or to go into your Childs classroom to help the kids with homework.

Just remember who RUSD is - a Corporate government business whose backstop is the property owners of the RUSD District. They are in the business of employing educators and others. You can almost guarantee a lawsuit will be filed - and RUSD will be forking over more of your money to the parents of these children - there is NEVER any individual accountability in cases like this. No one will lose their job, or be fired. Don't worry though, David Hazen will just raise your taxes some more next year - to cover the cost.... Another reason to abolish RUSD and turn education over to parents and local organizations.

I agree with Marie, Gifford is very strict on people let in the door. I needed to fill out a WINGS volunteer slip just to bring in milk for a class party. My daughter has been there 3 years now, the 4th being this year and I have to say, it's the best decision I ever made. Shame on TLC for letting those children out alone, no matter what the excuse is. Treat people's children the same as your own. And as far as Leroy, I hope that man gets all the help he needs. Threatening a child and talking that way. That little girl will carry that the rest of her life.

I agree... they deserve no blame. Even with letting the guy push them on a swing... they certainly could have started out trusting him and shouldnt have to automatically think someone pushing them on a swing meant something bad from the very start... but as the situation progressed, the reality of the situation became clear. I applaud them for coming forward and it is very important that they did so the situation could be addressed before something worse happened to someone.

I won't even respond to the asshat racist comments. I have been thinking about this and really, it is hard to place blame anywhere but with the accused (and yes, we should remember that nothing has been proved and lynch mobs should be put on hold until proven guilty) and Chartwells. I even have hesitation about blaming Chartwells IF his past crimes were not violent or sexual in nature. Because we HAVE to have a society where people who have made mistakes still get a chance to better their lives and become productive member of society. If you stole some lipstick from a store 15 years ago, you shouldn't be prevented from getting a job today. That is all I am saying. RUSD - yea, clearly they really have no culpability since school was not in session AND he is not a direct employee. If these kids were TLC students (do they go up to 12??) - we cannot really blame TLC either. I let my 12 year old go places in the neighborhood. I am not watching her at all times. That simply isn't realistic and I feel sorry for the 12 year old who would be under such constant watch. Heck, I used to go to the mall all day with a friend when I was 12. We took the bus out there almost every Saturday morning. When things like this happen, as emotional humans, we want to throw around enough blame to help us feel better, safer. But we need to stand back and look at things realistically and reasonably.

Marie, thanks for pointing out the time frame here...I missed it. So, basically, he worked for a contractor who worked for an outfit that leased space in an RUSD school while school wasn't even in session. RUSD bashers will blame them for anything and everything they can, though.

RIchard...he worked for a contractor who was working for a private day care that was on leased RUSD property before school was even in session (happened Friday, school wasn't in session until Tuesday). And RUSD IS run by local organizations. They are called "voters". This is like blaming the grocery store because I bought some beer and gave it to minors that later had a wreck.

The company that Unified hires for foodservice, Chartwells, is responsible for the employees working for them. In these situations it is often not reported to a school district what an employees record is because they are not directly employed by the district. Chartwells also can not be too picky in who they hire as they pay their employees so poorly they should expect to get employees such as child molesters. Its really too bad the people at Chartwells don't have the prudence to make sound hiring decisions when peoples children are at risk.

A letter came home today. I was going to post it but my stupid scanner isn't working. I will try again. But anyway, it said that school was not in session...the girls were indeed with TLC...and that he was not working that day. Should Chartwells check their employees more thoroughly? Probably. But like you said...only paying a few bucks an hour...you get what you pay for. And background checks actually cost companies a lot of money. I am guessing they may change their policy after this however.
