Village To Ask PSC For Fire Protection User Fee

If you are already a Caledonia water customer, you already pay a fire protection charge. But if you are a tax exempt property owner, there's a new user fee potentially on the way.

The Village Board wants to strip the public fire protection charge out of the tax levy and make it a separate user fee so that all Caledonia property owners pay rather than just water customers. The change still needs approval from the Public Service Commission (PSC) before it goes before the village board for a final approval. However, the village board approved a motion Monday night that allows staff to submit the change request to the PSC. On average, single-family homeowners pay about $65 per year for the water supply infrastructure the fire department uses to put out fires. Kremer Project Could Get 2nd Look

Opposition remains strong to widening roads and adding curb and gutter to the sewer project in the Kremer subdivision.

Village President Bob Bradley isn't making any promises on whether or not the scope of the work in the Kremer subdivision will change. But, he is promising to take a comprehensive look into residents' concerns and how they weigh out against the scope of the project. Work in the subdivision - which stretches roughly from Douglas to the west to Charles to the east, and 4-Mile to the north and Ellis Avenue to the south - is designed to replace sewer and water lines before widening roads and adding curb and gutter. On April 8, trustees approved a contract with Globe Contractors of Pewaukee to do the work. Current Village President Ron Coutts is being challenged by Bob Bradley, who served on the Caledonia Village Board and on the Racine Unified School Board, in the April 2 general election.

Caledonia voters will head to the polls April 2 to vote on several races, including village president. The candidates are Bob Bradley and Ron Coutts. The village president is paid $13,000 per year and serves a two-year term.  To provide residents with the most information about the election, Caledonia Patch asked candidates for their positions on key issues facing the village. Kremer Subdivision Sewer System Work On The Horizon

With raw, untreated sewerage going into the ground in the Kremer subdivision, the Caledonia Utility will likely spend $2.3 million to fix the problem caused by aging clay pipes.

An official with the Caledonia Utility District says areas in the Kremer subdivision sewer system are cracked to the point where raw sewerage is going into the ground. The utility district had a company send television cameras into sewer pipes in the subdivision to identify problem areas, and they found areas where the clay pipe has collapsed. Costs are estimated at about $2.3 million. Last week, the Finance Committee looked at borrowing money to pay for the project, but instead voted to pay for it out of the money already being collected from the sewer rate increases approved in the last budget.  Bob Bradley, chairman for the Utility District, said the Utility conducted an asset analysis last year to inventory aging assets in the Village…

We live in the Kremer Subdivision and have had water sewage problems. It has become a problem everytime it rains hard. Everytime I called the Town of Caledonia to ask why we were getting all this sewage water...no one ever returned our call.   more ›

Waukesha's Water Woes Could Spur Water Service To I-94 In Caledonia

Waukesha is actively negotiating with Racine, Oak Creek and Milwaukee to get water from Lake Michigan. However, their discussions with Racine are further along than Oak Creek and Milwaukee.

If the Waukesha Utility District brokers a deal with the Racine to bring water from Lake Michigan to Waukesha, the financial impact could positively impact Caledonia water customers. Village officials called a meeting with officials with the Waukesha Water Utility, the City of Racine, and the Racine Water and Waste Water Utility on Thursday to clarify several issues. The benefit to Caledonia, said Keith Haas, general manager of the Racine Water and Wastewater Utility, is that residents receiving water from the City of Racine could see a drop of 15 to 20 percent on their water bills. Mount Pleasant Wants Caledonia to Start Paying on Sewer

The two villages entered into a contract in 2009 for sewer capacity and connectivity.

Despite Caledonia not yet connecting to the Highway 20 sewer main, Mount Pleasant wants that village to start paying on the $5 million outlined in the contract. As stated in the contract from the fall of 2008, Caledonia agreed to pay Mount Pleasant $5 million when and if Caledonia hooks up to the sewer connection. Because there hasn't been the corresponding connection, Caledonia hasn't made any payments to Mount Pleasant. But that hasn't stopped interest from accruing and compounding, bringing the amount now owed to Mount Pleasant to about $5.5 million and climbing. An excellent question! Why need a contract - with such a hefty price tag - if there are no plans to use the connections? We don't have these answers. I worry for the residents of Caledonia now trying to make a deal with the City of Racine - 10 years AFTER the water/sewer agreements were signed. The potential for paying big money looms large.   more ›
