The Racine Unified School Board and the Caledonia Village Board will tackle numerous key issues in 2013. Patch is asking our readers to pose some questions for candidates who are running in both elections.
Don't look now, but there's another election just around the corner. Caledonia voters on Feb. 19 will head to polls to cast ballot in primary races for the Racine Unified School District Board of Education and Trustee No. 3 spot on the Village Board. Ten people are running for three seats on the School Board, and six of them will advance to the April 2 general election. Three candidates are vying for a sole spot on the Village Board, and the top two vote-getters will be on the April ballot. All four positions for the Caledonia Village Board will have two candidates on the April ballot. One of the positions will also have a primary election in February.
Four of the seven Caledonia village board seats are up for election this spring including the village president's position, and each has a contested race. The village trustee number three position will have a primary election on February 19. The top two vote getters from that race will then be on the spring election on April 2 along with the other positions. Trustees serve two-year terms and are paid $6,600 per year. The village president is paid $13,000 per year and serves a two-year term. Candidates have until 5 p.m. today to file papers. We'll update the list if any additional candidates file. Three trustee seats and the village president seat are open for election April 2.
So far, only one Caledonia Village trustee race will be contested in the April elections. Three trustee seats and the village president position are open for election April 2. Village Board President Ronald Coutts has filed for re-election. Trustee position No. 1 is open, as Trustee Kathy Burton is not running for re-election. Ed Willing has filed candidacy papers for that position. In trustee position No. 3, incumbent Kevin Wanggaard has filed for re-election. No one else has filed papers in that race. If your home value dropped about the same as everyone else, you probably won't see much of an increase on the village portion of your tax bill.
While taxes will remain relatively flat and spending will only see a slight bump in 2013, the tax rate will increase on the village portion of the 2013 tax bill. But because the overall property valuages in the village decreased and individual housing assessment dropped an average of 15 percent, homeowners should see little impact on their tax bills. The mill rate for the village’s general fund increased by $0.88 per $1,000 assessed value to $5.61 per $1,000, or just over 18.5 percent. This means a home valued at $250,000 in 2011 paid $1,182 on the village portion of their tax bill. However, that same home in 2012 would have lost value and would be worth $212,500. And, at the new tax rate, the homeowner would pay $1,192, a difference of …

Walmart introduced their plans to build 24-hour general merchandise store to the Caledonia village board on Tuesday night, but the board raised several key concerns about the size of the store, it hours of operation and environmental concerns.

The village board will consider backing out of a development deal that involved the old Western Publishing building and return the TIF money to the overlying taxing districts.
UPDATE: The Village Board voted to dissolve the TIF at their meeting Tuesday night. Village administered Mark Janiuk said if there would have been money collected in the TIF, they would have had to return it to the taxing districts. However, there wasn't any increment created. ORIGINAL STORY: The tax incremental finance district for the old Western Publishing building on Erie Street could be dissolved Tuesday night. The village board is considering the move, which would likely send the tax revenue collected to pay for infrastructure improvements on the site, at 5945 Erie St., to the Village of Caledonia, Racine County, Racine Unified and Gateway. Taxpayers currently fund storm water projects for everyone in the Village, but the Village is looking for a way to charge a user fee instead of putting it on the tax levy.
UPDATE: The Village Board voted to move forward with the contract with RA Smith to study the potential fee structure for the storm water runoff fees. ORIGINAL STORY: Residents may be one step closer to being charged a user fee for storm water runoff projects. In a 3 to 0 vote, members of the Storm Sewer Utility District met Wednesday night will recommend hiring a consulting firm to study how the Village can calculate a storm sewer user fee. Currently the village funds the projects through a tax levy, but they are looking at doing away with the tax levy and instead charging a user fee so that all property owners pay to fund capital, maintenance, operational and compliance-based projects. Finance committee members gave a nod for the village to enter into a contract with the Wisconsin Humane Society, which will cost the same. However, the services won't be the same.
The Village Board's Finance Committee is recommending approval of contract with the Wisconsin Humane Society for animal shelter, euthanasia and dog pound services for $32,000. The proposed contracted amount will be the same amount Caledonia paid in 2012. However, last year the contract was with Countryside Humane Society, which the Wisconsin Humane Society took over this year. It also will receive less in services. Village Administrator Mark Janiuk explained Tuesday night that the contract, which still needs to be approved by the full Village Board, won’t include animal control. Walmart says they want to submit plans to build a store in Caledonia, but they'll be asking for citizen input before that happens.
Walmart is back with a new location for a proposed 24-hour general merchandise store in Caledonia. The company announced its intentions Tuesday, in a press release that states it intends to present plans to the village for a store on the southeast corner of 4 Mile and Green Bay roads. Company officials anticipate the store will create 300 jobs, most of which are expected to be full-time. Last year Walmart proposed an 115,000-square-foot neighborhood grocery store on the corner of Highway 31 and 4 Mile Road. Village residents strongly disapproved of that plan, and hundreds of residents attended a public meeting to tell Walmart officials that if they wanted to come to Caledonia, they should choose a different spot, preferably one closer to …

Getting a good relation with a few developers, builders, businesses and then pitching the concept of pushing pipes out to the interstate to the residents. (Which would cost money....) If done right, the village would have a modest initial cost to our taxes, but reap the rewards of flat or lower taxes in the future with the interstate corridor finally having revenue generating development.   more ›
