Walmart May Face Stumbling Block With Land Use Plan

Walmart acknowledges differences between village and county planning documents, and an anti-Walmart group says the 182,000-square-foot store doesn't belong on a property meant for smaller retail establishments.

Walmart submitted plans in November for a proposed 182,000-square-foot store that would take up 22 acres on the corner of North Green Bay and 4 Mile roads, but there’s an issue. Racine County’s comprehensive planning document is inconsistent with the Village’s land use plan. Walmart wants the village to remedy the problem, but a group opposed to Walmart’s building location has repeatedly said it doesn't believe the location is consistent with the land use plan. Walmart wants Caledonia to rezone the two parcels from light industrial and office/urban residential to commercial, which is consistent with the village's land use plan because the area is designated as a village center. I am anxiously awaiting for a Marquette law student to write a brief on the Land Use Plan done by Caledonia. They could title it "The Conservancy Brief". I can see them looking at old meeting minutes and records, Also interview the participants. Is any of the paperwork (surveys, minutes, etc) still available to look at? Administrator Blasts Utility, Says User Fees Needed for Service

Mark Janiuk, the new village administrator, put together his first preliminary budget for the village. He blasted the water and sewer utility for asking the village for more money when it should be supported by user rates.

Ratepayers could see their fees increase next year to help fund projects in the village's sewer utility district. Caledonia's 2013 preliminary budget focuses on keeping village services at status quo with a tax levy increase of less than 1 percent — but Village administrator Mark Janiuk strongly opposed a request from the sewer and water utility department for more tax money, which could mean extra charges for individual users. Janiuk presented his first budget to the Village Board on Monday night, and called for an outside review of the utility department to "see what options the village has in regards to these services," after the department asked for a levy increase from the village. Village Board Members To Get Laptops

In a discussion that grew out of a requested laptop for the new village administrator, Caledonia trustees are now thinking about their own village-related technology needs.

UPDATE: The Village Board voted 5 to 1 to spend $5,000 on laptops and software for themselves. Lee Wishau voted against the request. Tom Weatherston was absent. Village President Ron Coutts said the move made sense because of the amount of paper and printing the Village does. Last Minute Offers Rejected by Police Union and Village

Caledonia Police union members have been operating under the terms of the 2011 contract all year. Police union and village negotiations have continued, but those efforts have now been exhausted.

Negotiators for the Village of Caledonia and Caledonia Police union made a last-ditch effort to cut a deal with one another, but those efforts have failed. A state arbitrator will now come in to choose between one of two offers as the final contract. They plan to meet with arbitrator Sharon Imes on Oct. 4. Once the two sides meet with Imes, they’ll lay out the evidence to support their respective positions, and then agree on a briefing schedule. Imes is expected to make her decision and choose between the two formal offers sometime in December or January. The police union is currently operating under the 2011 contract, which was tentatively extended until the two parties could come to an agreement on their 2012 contract. Village …

Village Owes WisPark $281,000, Needs To Decide What To Do With TIF

WisPark has funded a number of studies and Village projects. Now, WisPark president Jerry Franke wants an agreement with the Village as to how they'll pay the money back. Village Administrator Mark Janiuk said the Village has bigger decisions to make.

Some difficult decisions need to be made by the Village Board in the next few months about what to do—if anything—with the Caledonia Industrial Park. What makes the decision a bit difficult is that the Village Board would need to, at least in the short-term, decide how they are going to pay back $281,000 to WisPark, a real estate development company. But they also need to honor the TIF district plan the Village Board approved in August, which included $4.5 million in infrastructure improvements to the business park. WisPark fronted the money for several studies to create the tax incremental financing districts and funded some of the projects in the Village from the We Energies expansion in Oak Creek back in 2004. New Village Administrator Settles In To New Position

Mark Janiuk started work in Caledonia July 23 after stint in Sturtevant.

Mark Janiuk, the village's new administrator, is getting acclimated with his new position after a week and a half on the job.  Janiuk, who started working in Caledonia July 23, told Patch that "everything is going wonderfully," during a brief phone interview Wednesday.  "The people are very friendly and very helpful and I'm figuring out how to use the computer and the phone and I found out where the restroom is so everything is good," he added.  Earlier this summer, Janiuk was hired as Caledonia's Village Administrator after Tom Lebak decided to retire.  Janiuk has been Sturtevant's village administrator since 2006. New Village Administrator's Contract Approved, But Just Barely

Three of the seven Village Board members voted against approving Mark Janiuk's contract -- not because they don't think he can do the job, but because of the Village's residency requirement.

In a 4 to 3 vote, the Village Board approved a contract for Mark Janiuk, the new village administrator, at its Tuesday meeting. The approval was made despite the dissenting votes. The three Board members who voted against Jaiuk's contract said their decision wasn’t a reflection of how they felt about Janiuk’s ability to do the job. However, Tom Weatherston, Kevin Wanggaard, and Lee Wishau all voted against approving the contract because Janiuk, who lives in Racine, won’t be moving to Caledonia. After the vote, Janiuk sarcastically said, “Thanks for the vote of confidence.” “We had an ordinance that said you have to live in Caledonia and on two separate occasions I asked if we were going to enforce the Village’s residency requirement …

Mark Janiuk: Excited About Caledonia, Sad to Leave Sturtevant

The Village of Caledonia gains a new Village Administrator, Mark Janiuk, who currently has that job in Sturtevant. He talked with Patch about his experience and what he's looking forward to doing at his new post.

Pending the approval of his contract at the Caledonia Village Board meeting on Tuesday, Mark Janiuk will be Caledonia’s next administrator. Janiuk, currently the Sturtevant Village Administrator, replaces Tom Lebak, who is retiring. The tentative plan is for Janiuk to start work on July 23. He hasn't officially given notice, he says. But he will after the Village Board approves the contract. “I’m excited about coming to Caledonia, but I’m also a little sad about leaving Sturtevant,” Janiuk said. Mark Janiuk Selected as Village Administrator

The Sturtevant Village Administrator has been chosen to take on that job in Caledonia. Janiuk was selected from among 28 candidates.

Sturtevant Village Administrator Mark Janiuk will be heading to Caledonia, to fill the same position there.  The Journal Times reported the selection on Friday, based on confirmation from Caledonia Village President Ron Coutts. The search began after current Caledonia Village Administrator Tom Lebak announced his resignation. Lebak said he would stay through part of the summer, to give the village time to select a replacement.  The contract with the new administrator is on the agenda for the Caledonia Village Board meeting scheduled for Tuesday, June 19.
