What Is Walmart Asking For?

Now that Walmart has officially asked to rezone the 22-acre parcel of property on North Green Bay and Four Mile Road, here's what they'd like to see.

Walmart has officially submitted plans for a proposed store that would take up 22 acres on the corner of North Green Bay and 4 Mile Road. The company delivered their package to Caledonia on Nov. 21.

The big box retailer is requesting to rezone the two parcels from light industrial and office/urban residential to commercial. Doing so is consistent with the village's land use plan because the area is designated as a village center, which allows for commercial uses.

According to the rezoning request:

In addition, the Caledonia Plan states that the Village Center should be planned as the primary commerical and mixed-use village center for the Village's east side. The plan states that this area should have the highest level of development intensity. (Caledonia Plan Overview, page 8).

In their request, Walmart said it would prefer to operate 24 hours, but officials will restrict their store hours from 5 a.m. to midnight. Still, the pharmacy drive-thru will be open 24 hours, and they'd like to be open for 24 hours come Black Friday, too.

The proposed project will include:

  • A 182,109 square-foot store on 22 acres with two lots on the west side of the property and three lots on the north side of the property.
  • Seven acres of proposed green space.
  • A berm on the south side of the property between the store and residential area.
  • Full access entrance from North Green Bay Road just south of Packer Drive.
  • ¾ access entrance on the northeast corner of the property.

According to the rezoning request, the company plans to pay for a traffic impact study and traffic improvements “necessitated by its development,” manage the storm water runoff generated from the site and build the green space buffers.

We'll add more information on what the next step is for Walmart and when the planning commission and village board will be making decisions on the project as we get those details.

Wow! That's impressive! So Wal-Mart will be Caledonia's new "Village Center"? That IS classy! I am sure all the nearby neighbors will be happy to know they can get some peace, quiet and tranquility between the hours of midnight to 5 am. That should appease everyone.

Delivery entrance? Traffic Improvements? That is traffic lights and curbs. they will not be doing road improvements, widening, repaving, etc. That is for the taxpayer. A berm? A berm on the South side will block the sounds of semi trucks? Block their idling emissions? And what about the people to the West of the lot? Manage storm runoff. That is not updating the sewer system to handle the runoff for the area. That is for the taxpayer. 5am to midnight, 24 hr pharmacy. Deliveries at night? Plowing at night? Basically, 24 hrs. Great neighbors....listen to your concerns....

Must rezone but it is a village center which is commercial .. Did walmart write this

keeping on, somebody who finally understands what this home of ours is going through with a BERM right in front of our home. However in our case the berm is used to drive us out of our home. The harassing exhaust is so loud it literally resonates throughout our whole home. All illegal activities going on today as I'm typing this. Police have been notified, still waiting for some peace and quiet. Can you say GANGSTYLE HARASSMENT!!!!!5 years now.

@Johnny it means that Walmart believes they have a right to build on that property because the land use plan allows for that use, despite how the land is zoned currently.... and no Walmart didn't write that.

Whoa! Judging by the comments today and yesterday if somehow Wal-Mart manages to push this through I guess we will be looking at a whole new group of Village Administrators shortly thereafter!!! Although I don't live anywhere near the proposed site, I understand the concerns completely. Who wants to live in an environment of noise and diesel fumes?

The Land use Plan specifically states in the general overview that when looking to develop a PUD as Walmart is, consideration must be made to the specifics of the subarea. They are generalizing to the entire C1/C2 corridor and the VCM because this lot was included in that area as part of the Transit Oriented district. They are conveniently ignoring the fact that this area was to be developed, and specifically this lot, around the KRM. So in reality, the Land Use Plan intent was NOT for this type of development. If the KRM is not happening, Walmart thinks in their wisdom it must automatically default to what they want to develop it for. Ignore the household survey, ignore the UWM study for this SPECIFIC area. Commercial does not mean ANYHING GOES. It's manipulation and rhetoric to advance their agenda. They will make it sound true, they will make it sound official, they will make it sound unquestionable. I think it sounds like BULL. Again, they came to a community asking for input and claimed willingness to adjust. All I see is the middle finger to Caledonia residents.

Given current unmet demand and anticipated residential growth in the future, demand for future commercial development in the station area will likely remain strong. It is estimated that the station area could attract 110,000 - 140,000 square feet of retail space by the year 2020.

And Walmart is not running Caledonia. The board is meeting its legal obligations and those that want to run against them would have to do the same. They must represent all property owners including the one that owns that parcel.

It's time to stand up for local business.. I can get everything they sell from local family owned establishments. I will continue to patronize my neighbors and hope you will too!! I've personally seen whitetail deer, red fox, and wild turkey on this property ... Isn't that why we chose to live here??? Just wondering...

If WalMart is determined to come to Caledonia, then they could pick one of the many closed up manufacturing sites on Douglas Ave. Yes, it would still be an unwelcomed company for many people, but hardly anyone wants to see that area on North Green Bay Rd. and 4 Mile turned into a huge commercial corridor. I still won't be shopping at WalMart whether they come here or not. Wise consumers can spend their money at a company that supports America better than WalMart does.

In order to support commercial development, especially one of this size, you need people. You need people moving here and building here. What draws people to Caledonia? The school district? the fantastic downtown center ala Greendale? The risk of spot zoning so you end up having Walmart as a neighbor? What we have here is unique. People come here for the rural, feel, open space, developed neighborhoods, variety of types of subdivisions and a good range of affordable homes, lower taxes. You can find a Walmart virtually anywhere. That is going to draw people here? That is going to make people want to build? Would you want to build a home in an area zoned AG, Res, M-1, only worry a business can come in and demand to rezone around you? For a use completely contradictory to the area? I understand many who live on 31 or 32 never imagined or had the development they have near them now. But now we have the 2 corridors. We have opportunities to develop those in thoughtful ways to attract people to this Village. In turn, we expand a residential tax base and grow the poplulation to attract and support more business. For all those talking about needed convenience, variety and revenue: Have you looked at the Land Use Plan for the Village Center subarea? Do you not see it's appeal? Do you see a retail store like this proposed WM in that plan? Have you neen ANY progress towards it's development? KRM aside, it's a thoughtful plan for a destination area in Caledonia.

Good range of affordable homes and lower taxes? Do you mean more afforadable because some of us lost 40% of our property value this year? Lower taxes in relation to say Franklin or Ozaukee County? Taxes have gone up so much in the eight years I've lived here I'm now paying more than someone in Oak Crek or South Milwaukee with a home valued more than twice what mine is. Oh, and don't forget that our taxes will be going up again this year! Build the damn thing. I'll never be able to sell my home the way Caledonia is going now. Who wants to move to a community where crime is onthe rise, property values are down while taxes are up, and they have to dive 20-30 min to shopping?

Your taxes are cheap in Caledonia around $7.00 per 1,000 assessed. If you want to see high taxes, check out Racine at $13.87 per 1,000 assessed!
